The Government of Eswatini is in the early stages of operationalizing the National Computer Security Incident Response Team (CSIRT) under the telecommunications regulator; the Eswatini Communications Commission (ESSCOM). Currently; the Government¡¯s cybersecurity capacity is nascent; with limited operational capacity to mitigate cybersecurity risk or threats. The National CSIRT function is now active within ESSCOM and has a limited team of staff in place to work on operationalizing the CSIRT fully.Operationalizing and building the capacity of the National CSIRT is strategically vital for national cybersecurity; risk mitigation; and fostering trust in digital services. As Eswatini embraces digital transformation; the absence of a CSIRT leaves the country deeply vulnerable to incidents that could disrupt services and cause economic losses; and a secure digital environment is essential for the successful adoption of digital services; a core goal of Eswatini¡¯s Government Digitalization Strategy.  As part of the World ¶¹ÄÌÊÓƵAPP¡¯s support to Eswatini for this critical area; funding has been provided from the World ¶¹ÄÌÊÓƵAPP Cybersecurity Trust Fund to help support the development of cybersecurity capacity in the country; including the development of the National CSIRT. The Government along with ESSCOM wishes to undertake an exercise to develop a clear and robust Action Plan needed to understand the steps required to fully operationalize the National CSIRT in Eswatini; including all steps required to develop the CSIRT into a fully operational agency that is sustainable and effective for the long term. In addition to this; it is also looking to undertake a series of trainings in parallel to this work to help improve the capacity and capability of the nascent CSIRT to prepare it for implementation of the steps in the Action Plan.
